Jumuiya Ya Kaunti za Pwani Launches KSh 168 Billion Blue Economy Action Plan for Coastal Counties


The Jumuiya ya Kaunti za Pwani (JKP) has launched the Blue Economy Multi-Agency Action Plan (JKP-BEMAP) 2026–2030 in Mombasa, an ambitious regional framework estimated to cost KSh 168 billion to implement.

According to the organizers, the plan is designed to unlock the full potential of the Blue Economy across the six coastal and coastal-influenced counties under the JKP umbrella. The framework seeks to address key structural challenges, including inadequate value addition, infrastructure deficits, environmental degradation, fragmented governance, and skills mismatches.

Speaking during the launch at the headquarters of Kenya Maritime Authority in Mombasa, JKP Forum Chairperson and Tana River Governor, Dhadho Godhana, underscored the urgency of implementing the action plan to unlock the region’s investment-ready blue economy opportunities and spur sustainable growth across the coastal counties.

“It is now time to act firmly and decisively so that we can deliver for our people,” he said.

Under the implementation framework, the largest allocation of KSh 91 billion has been earmarked for Maritime Transport, Ports and Logistics. Sustainable Fisheries and Aquaculture will receive KSh 19.6 billion, while Value Addition, Industrialization and Innovation has been allocated KSh 17.5 billion. Renewable Energy and Green Blue Growth will receive KSh 15.4 billion, Coastal and Marine Tourism Development KSh 12.6 billion, and Environmental Sustainability and Blue Carbon KSh 11.9 billion.

The six county governments are expected to contribute 20 percent of the total budget, amounting to KSh 33.6 billion, while the national government will provide KSh 58.8 billion. The remaining funding gap is expected to be met through development partners and private sector investments, including public-private partnerships.

Meanwhile, Lamu County Executive Committee Member (CECM) for Fisheries, Blue Economy, Livestock and Cooperative Development, Sabrina Mkare Jefwa, welcomed the National Treasury’s proposed KSh 8 billion allocation to the Blue Economy sector, saying the funding would accelerate sustainable economic growth, create jobs, and improve livelihoods in coastal communities.
